Low-Income Home Energy
Assistance Program (LIHEAP)

The Low-Income Home Energy Assistance Program (LIHEAP) assists eligible households with bill payment assistance, home energy crisis intervention, outreach, energy advocacy, information about utility consumer rights and referrals.

Assistance is available during the Winter and Summer programs and is awarded on a points-based system to ensure the most-needy are assisted first. It can take up to 30 days to process payment to the utility company, with exceptions given only for crisis payments (for shut-off notices) within 24 hours.

This program is offered during the Winter and Summer programs or until all funds are exhausted. Applications are taken during the Winter and Summer Programs, and are dependent on the availability of funds.

The Summer Cooling program will open July 8, 2024. When the Summer Cooling program opens, applications will be available online (www.getliheap.com) as well as at 2228 Albert Pike Suite P, Hot Springs, AR 71913.

LIHEAP benefits are not considered income or resources for any purpose, including taxation.

Regular Assistance

You must be a resident of Garland County
Your income must be at or below 125% of the Federal Poverty Guidelines
You must have an active utility account

Crisis Assistance

If you qualify for Regular Assistance above AND you received a cut-off notice, you may qualify for Crisis Assistance. To qualify, one of the below must apply to your household:
- At least one household member is 60 years of age or over or;
- At least one household member is 5 years of age or younger;
- At least one household member has a disability

Application requirements

Proof of Identity

- A driver’s license
  OR
- Another government-issued photo ID

Social Security Information

- Cards for household members ages 18 or older
- Numbers for household minors
- Birth certificates for infants age one or younger who have no Social Security Number

Proof of Income for all household members 18 and older

- Employment check stubs from the month prior to the application
  OR
- Social Security or other benefit statement(s)

Utility Bills

- Most recent utility bills

Lease Agreement

- If any utilities are included in your rent
- If you live in subsidized housing, you may not be eligible for LIHEAP

Completed applications can be mailed or delivered in person to 2228 Albert Pike Road, Hot Springs AR 71913.
