Low-Income Home Energy
Assistance Program (LIHEAP)

The Low-Income Home Energy Assistance Program (LIHEAP) assists eligible households with bill payment assistance, home energy crisis intervention, outreach, energy advocacy, information about utility consumer rights and referrals.

Assistance is available during the Winter and Summer programs and is awarded on a points-based system to ensure the most-needy are assisted first. It can take up to 30 days to process payment to the utility company, with exceptions given only for crisis payments (for shut-off notices) within 24 hours.

This program is offered during the Winter and Summer programs or until all funds are exhausted. Applications are taken during the Winter and Summer Programs, and are dependent on the availability of funds.

The Summer Cooling program will open July 8, 2024. When the Summer Cooling program opens, applications will be available online (www.getliheap.com) as well as at 2228 Albert Pike Suite P, Hot Springs, AR 71913.

LIHEAP benefits are not considered income or resources for any purpose, including taxation.

Regular Assistance

  • You must be a resident of Garland County
  • Your income must be at or below 125% of the Federal Poverty Guidelines
  • You must have an active utility account

Crisis Assistance

  • If you qualify for Regular Assistance above AND you received a cut-off notice, you may qualify for Crisis Assistance. To qualify, one of the below must apply to your household:

    • At least one household member is 60 years of age or over or;
    • At least one household member is 5 years of age or younger;
    • At least one household member has a disability

To Apply You Will Need

    • State issued identification
    • Social Security cards for all household members
    • Income information for household (i.e. check stubs, award letter)
    • Copy of your most recent utility bill
