Low Income Home Energy Assistance Program

What is LIHEAP?

The Low-Income Home Energy Assistance Program (LIHEAP) assists eligible households with bill payment assistance, home energy crisis intervention, outreach, energy advocacy, information about utility consumer rights and referrals.

LIHEAP assists eligible low-income households with cooling, heating, and electric energy utilities. Eligibility is based on both financial and nonfinancial criteria. Applications are processed on a first-come, first-served basis with an emphasis on applicants who have been disconnected, are in threat of disconnection, or are facing a life-threatening situation.

This program is offered during the Winter and Summer programs or until all funds are exhausted. Applications are taken during the Winter and Summer Programs, and are dependent on the availability of funds.

The Summer Cooling Program opens to the public July 7 and closes Sept. 30 for Garland County residents.

Applications are available online (getliheap.com) as well as at 2228 Albert Pike Suite P, Hot Springs, AR 71913.

The LIHEAP Cooling ended Sept. 30. Applications and the drop box are available 24/7 at 2228 Albert Pike, Suites N and P. Online applicants must use getliheap.com. The mailing address is PO Box 1175, Hot Springs AR 71902. Incomplete applications will not be processed.

LIHEAP benefits are not considered income or resources for any purpose, including taxation.

The Regular Assistance program offers a one-time payment per eligible household per application period and is available during both winter and summer application periods. The benefit is designed to assist households with their ENERGY BURDEN, not to cover total costs. Only electric benefits are available during the Summer Program.

You must have an active utility account.

Crisis Assistance offers a one-time payment per eligible household per application period and is available during both winter and summer application periods. The Crisis Assistance benefit is designed to restore or prevent the disconnection of an energy utility. 

Proof of Identity
  • A driver’s license
  • OR
  • Another government-issued photo ID
Social Security Information
  • Cards for household members ages 18 or older
  • Numbers for household minors
  • Birth certificates for infants age one or younger who have no Social Security Number
Proof of Income for all household members 18 and older
  • Employment check stubs from the month prior to the application

OR

  • Social Security or other benefit statement(s)
Utility Bills
  • Most recent utility bills
Lease Agreement
  • If any utilities are included in your rent
  • If you live in subsidized housing, you may not be eligible for LIHEAP
